5. The position, therefore. in the

11ut of the replies elicited by His Majesty's

overnment, is that, of the princinal countries

exporting ares to China, all save three have

given completely satisfactory assurances,

The procedure enforced by the Jan nesc

authorities may in the circumstances indicated

above be regarded as not open to serious or

effective objection. The replies of the

Swiss and Belgian Governments however indicated

such a marked divergence from the general

practice that a further aproach to both

"overnments apesred odvisable with a view

to ensuring, if possible, their conforming

with the Chinese Government's regulations and

so bringing about practically complete

uniformity of practice in this regard among

all governments concerned.
